规模 describes the size or scope of things like companies, cities, events, or projects. It often pairs with 大 or 小, as in 大规模 (dà guīmó, large scale). Example: 这家公司的规模很大。(Zhè jiā gōngsī de guīmó hěn dà.) This company is very large in scale.
规 (guī) is a rule or a measuring compass, as in 规则 (guīzé), and 模 (mó) is a model or mold, as in 模型 (móxíng). Measure something against a rule and a model and you learn its size, which is its 规模 (guīmó), its scale.
