How to use 不论
不论 starts a clause with a question word or a choice like 什么, 谁, 怎么, or 还是, and the main clause usually contains 都 (dōu) or 也 (yě). Example: 不论你去不去,我都去。(Bùlùn nǐ qù bu qù, wǒ dōu qù.) No matter whether you go or not, I'm going.
不 (bù) means not, and 论 (lùn) means to discuss, so 不论 is literally "not discussing" which one. Whatever the case is, you don't argue about it, because the result stays the same.
Common mistake: Learners often leave out 都 or 也 in the second clause, as in 不论下不下雨,我去. It should be 不论下不下雨,我都去. Another trap is following 不论 with a plain statement like 不论天气好. It needs an open choice, such as 不论天气好不好.
